How can a career counselor express to a client that their current job search strategies are ineffective?

How can a career counselor express to a client that their current job search strategies are ineffective? That the counselor can help the client develop the potential to be a better professional? What are some assessments than can be administered to highlight the client's skills and interests to assist with the job search process? I live in Brazil where the unemployment rate is high. Therefore measures that will set clients apart are vital to obtain sustainable employment.
